The Duluth Police Department responded to a pedestrian being struck by a vehicle at First Street and First Avenue East at 4:35 p.m. Tuesday, according to police spokesman Ron Tinsley. The man who police did not identify in their report crossed the road while fleeing a business where he had shoplifted, and he didn't cross at the intersection or within a designated crosswalk, Tinsley said. He was cited for failing to use a crosswalk and theft.
