Woodbridge VA Nov 3 2016 A Woodbridge man was arrested Sunday after, police said, he was spotted filming 13-year-old girl and a 28-year-old woman at Potomac Mills mall.
An officer was in the area of the mall, at 2700 Potomac Mills Circle in Woodbridge, at 1:43 p.m. Sunday, Oct. 30, when mall security flagged the officer down to respond to an incident in the mall, Prince William police spokesman Steven Mattos said in a news release.
A 50-year-old Dumfries man told police that he saw an unknown man, later identified as Juan Rolando Rivera-Pineda, filming a 13-year-old girl and a 48-year-old woman, both of Dumfries, in the mall food court, police said in the news release.
After he was confronted, Rivera-Pineda, tried to leave the mall, but was stopped, police said.
Police determined that Rivera-Pineda “used a cell phone to film the juvenile’s legs and genital area, which were covered by a dress, without her consent,” Mattos said in the news release. Police said the suspect had also filmed the adult woman without her consent.

Rivera-Pineda, 69, of Constellation Place in Woodbridge, was arrested and charged with felony unlawful filming, misdemeanor unlawful filming and possession of child pornography. He is being held without bond.
